The Demise of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are delivered from multiple capitals. Significant resources is allocated on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from enemy soil, a ability provided through up-to-date information. From witness perspectives, defense planes that had been dispatched to intercept incoming guided weapons roared overhead – modern combat jets supplied to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems activated: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through allied countries. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly transforms into sober acceptance: maybe the approaching threat won't hit its mark this time, sparing the city from devastation and additional electricity failures.

Continuous Dangers

Following this, a heavy machine gun opened up on a drone somewhere nearby, part of a rapid response unit – probably imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its destination.

With pauses, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's vital need on external assistance – a need that European nations are clearly incapable to fill in the short term.

Failed Diplomacy

The detailed framework from American leadership generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new approach from US leadership unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This trend will, certainly, endure.

Political Considerations

It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is impossible to pressure the Kremlin to abandon the areas that it already controls in Ukraine's occupied territories.

The problem is that while recognising this factual reality, US leadership does little to discourage Russia, through statements or actions, from believing that the situation will not evolve additionally in its advantage in the coming year.

Opposing Positions

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but averting a complete military breakdown until situations evolve in its benefit.

Current Realities

Objectively, there are no actual prerequisites for a armistice. Now, subjective factors are becoming relevant: political desires to mediate resolution and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their priority does not switch to internal issues. And although their task will now be significantly challenging after current events, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a just a single week to terminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.

While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate particular unwillingness to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on continued Western support.
